Question 1

Can a foreigner buy property in Croatia?

Accepted Answer

EU citizens can buy property in Croatia under the same conditions as Croatian citizens. Non-EU citizens (including UK and US) can buy property if their country has a reciprocity agreement with Croatia. The process requires an OIB (tax identification number) and the purchase contract must be notarized.

Question 2

What is the difference between the land registry and cadastre in Croatia?

Accepted Answer

The land registry (zemljišna knjiga) records legal ownership and encumbrances — this is the authoritative source for who owns the property. The cadastre (katastar) records physical dimensions, boundaries, and land use. These two systems often disagree, which can cause serious problems during purchase. Always verify both independently.

Question 3

What is legalizacija and why does it matter when buying Croatian property?

Accepted Answer

Legalizacija is the process of legalizing buildings that were constructed without proper permits — extremely common for stone houses in Dalmatia and Istria. If a property hasn't completed legalizacija, you could be buying a structure the government can order demolished. Always check the legalization status before purchasing.

Question 4

What hidden costs should foreign buyers expect when purchasing property in Croatia?

Accepted Answer

Beyond the purchase price, expect: property transfer tax (3% of market value), notary fees (0.1-0.3%), lawyer fees (1-2%), court registration fees, and agent commission (2-3%). For renovation projects, budget 20-30% more than quoted for permits, utility connections, and compliance work.

Question 5

Can UK citizens buy property in Croatia after Brexit?

Accepted Answer

Yes. UK nationals can purchase Croatian property under the bilateral UK-Croatia reciprocity agreement — no Ministry of Justice (MUP) pre-approval is required. The main practical step is obtaining a Croatian OIB (tax identification number) before signing any contract. You'll also need a Croatian lawyer and a Croatian bank account or escrow arrangement for the payment transfer. EU citizens do not need any special approval either.

Question 6

What is an occupancy permit (Uporabna dozvola) in Croatia?

Accepted Answer

An occupancy permit (Uporabna dozvola) is a legal document confirming a building was constructed according to approved plans and is safe to occupy. Thousands of Croatian properties — especially older stone houses — lack this permit. Without it, you cannot legally connect utilities, register for tourism, or easily resell. Always verify this before purchasing.
